Provided you're talking about the 2 8mm hose outlets, then yes you can blank one of them off.

re: ECU - if you're going to buy a L8, then the only difference between the red and green stickered ECUs is the chip, nothing else. If you're going to get the ECU chipped, then buy either ECU.
