The first thing you need to do is identify the noise, this sounds much more like the alternator, they don't always cause a whine, most do when they interfere, but not always.
If it's igntion it will likely interfere with the nearby houses tv's and radios too, ignition is a definite click sound with the revs.
Again it's just a suppresor needed, this will NEED to be earthed, and should have aearth conenction, normally through the body of it.
Other names for them, depending on how old you are was condenser, ie the same thing used on points ignitions.
Should only be £2-£3.
