It's called spreading the wealth, that is how the system works at the moment. If you are single then you pay top rate, if you have another child or a partner who lives with you has a child, or your ex partner moves in with a new partner then the outgoing amount is divided so that all children get a slice of the pie.
This chap has no obligation to spend any of his hard earned money on his partners child but I'm sure he will as she is now partly his responsibility as she lives in his house.
What would you do in his position?

P.S No idea what you need to do to get your money back mate as luckily I've never had to deal with the CSA, I doubt you'll be seeing any return this side of the summer though as they are millions and millions of pounds in debt.
