thats an oil breather mate, its the same on the xr2i aswell they had the same thing, a cheap air cone "shouldnt" cause it to run slower as long as its not blocked so you may find its something else but they wernt the quickest of cars in the world anyway!! Could well be something else thou, you checked the plugs leads etc?!
