glow plug relay is on the passenger side inner wing large black one,according to the haynes manual ford did change the relay to a one that operates the glow plugs for longer, mite be worth checking that yours is the never version,have you taken a glow plug out to check if its working direct off the battery be careful as they do get really hot.if glow plugs arnt at there best it will certainly show in this cold weather.
