The Consumer Credit Act is the piece of legislation that allows you to reclaim from the Card Company but that only applies to purchases of £100 - £30,000, and I don't know that the Card Company would accept responsibility in this case where the transaction is a tri-partite agreement with a Seller, Buyer, and Intermediary (PayPal).
