Your ECU is thinking that it is colder than it is so adds more fuel. Common problem on all Ford CFi-unit cars I am afraid. By removing the fuse and starting it, you are just purging the system of excess fuel until next time.

When I worked @ Ford, they used to fit a 42kohm resistor between the wires for the coolant temp sender (under inlet manifold). This means that it will not hit the absolute lowest setting but will work fine.

Try changing the sender if you want, but it very rarely cures it.
