It could well be condensation, if there isn't enough ventilation in there then the walls will go that colour.... just from looking at the photos it looks like you have condensation at the bottoms of your windows too on the inside.... opening the windows is the only way really, unless you go get a dehumidifier....
That is not condensation!!!
Its difficult to tell with out any external shots also, but to me looks like rising damp.
What is on the out side wall? where is the ground level? Pics would help.
Id say there is either a break in the DPC, the ground level out side is higher than the dpc or its rising around the dpc either on the out side rendering? Or inside from the floor.
If it was a customer of mine, I would advise that they do not enter the room at all, and Id be keen to get the work done asap for them.
Not only is it extreemly bad for your health (especially as your spending a 1/3 of your life in there) that level of damp can give you some nasty lung diseases but also the building is suffering majorly there.
Id be intrested to see what the celing joists look like also?
Im not clued up on rental rights etc, but from a builders point of view you need to get that sorted asap!!!
