The Escort Cosworth has type approval (you have to make various modifications) there was around 20 imported into the US in the 90's, even with the type approval its still a pain in the arse to get one over so best waiting on the 25 year rule. There are various other ways to get cars in equally long winded.
I was under the impression that Canada had a 15 year rule so most Cosworth's will be 15+ years old by now.
As to the original question, the easiest way in is if you have a job offer and get the required visa, you can then apply for a green card once your in the states. Of course like all places in the world if you put a large amount of $'s towards the problem you'll no doubt have no problems getting in
