Basically what he's getting at is you have a natural limit before the need for steds to increase that size again.In todays society this is no longer as frowned upon as how do you know where your natural limit is? As when you stop growing you compensate with eating more,training different,training harder etc etc etc so you could basically say nobody is ready for steds full stop if you have this view.I personally think its peoples bodies and if they choose to use something to help them get there quicker,as long as they do it properly and not do crazy cycles then all is good
Each to there own and not 2 people have the exact same opinion on things but thats my view
