The breather should have the two top hoses connected, one normally goes to a dedicated area on the cam cover, after it has been drilled and a fitting put in, the hole is already there just needs drilling through, the other pipe goes to the kidney box area under the inlet manifold.
You should also have a much larger pipe on the underside of the breather tank this just goes down to atmosphere, the one you have at the mo going to the side of the block really needs going to a fixing that is below oil level, as it is just a breather at the mo, but is actually intended to be a return for the oil that collects, you can get sump plug adaptors so it can return through there.
Not sure about the volt meter, but would not hurt to take out and have a look at gauge.
