These are often the hardest bit to do, spray bolts day before liberally with diesel fuel, as it's very thin and will creep into smaller places than wd40.
It may be necessary to bang a socket on there, rust may be stopping the correct size fitting.
Often I have had to weld bolts/sockets on to get them undone.
Check to see if a imperial socket is a better fit.
