Sent your query to my mate who used to do a lot of pc work. Here's his response. Hope it works, don't shout at me if it doesn't.

He should be able to install the PCI card via the DOS prompt, which would then allow him to install windows. I would imagine the instructions to do this would be in the box with the card.
