In that case they prob snapped and previous owner couldn't be bothered to replace them. Did you not ask why they were permanently on before you bought it - could have used it to get some extra cash off?
They aren't difficult to replace but you will have to disconnect somewhere (can't remember off the top of my head) to slide the belt onto the shaft. Ok job if you have a ramp/ somewhere to do it.
