Default rs turbo tps help needed

having a problem with my turbo'd cab, decided to check the throttle position sensor and check the voltage across it.

the centre wire is the earth, then theres 1 wire each side of the earth, im assuming 1 would be for the idle reading and the other would be the on throttle reading, is this correct?

with the ignition turned on and the butterfly in the closed position im getting a voltage reading of 9.6v on both wires, and with the throttle open im still getting the same reading on both wires, shouldnt only 1 of these wires have a voltage reading at any one time?

disconnected the ecu completley assuming that without the ecu connected there shouldnt have been a feed to the tps at all, is this right? and even with the ecu disconnected im still getting the same 9.6v reading on both wires.

im assuming from this that they must be picking up another feed from somewhere in order for them to still be live even with the ecu disconnected?

does anyone know what the voltage readings on the 2 wires should be?

any help would be great.
