Might just mean a bleed valve's been put on/actuator adjusted and the guy doesn't know what he's on about, which sounds likely.

As above, a chip will determine the max boost and if the car's still got the original amal valve connected up then the ecu will allow the valve to bleed off more air to achieve higher boost.
