Yes "Chipping" the car will raise the boost, the maximum boost is dictated by the programmed threshold in the chip, with an aftermarket chip this value is raised hence the amal value will not close until this higher value is reached.

What some people do is adjust the rod travel on the actuator which will just melt your engine unless done properly to suit. You will find the car should have a -31 or -34 actuator as well as this will be needed with that spec.
