I think the law has been tightened up on deactivated weapons recently, due to back street "gunsmiths" re-activating disabled weapons and making horrific weapons out of cheap cast replica's.

there are different levels of decativation too, i think the law changed in about 95, with the older ones being more valuable as they can be cocked and "dry" fired as they only had the barrel welded up and the firing pin removed iirc, which makes it very simple to reactivate
if you have a genuine interest in weapons join a rifle club where you can learn to use one properly, if you want one for "display" just get a gas powered air pistol
