Default VIC Test

Am I right in assuming that a VIC test is when your engine and chassis numbers are checked to make sure that a cat C write off has not been rung?

I'm thinking about buying a car that's a cat C write off because it was towed in gear (an automatic) and the box and engine were mashed (big hole in the inlet manifold for a start).

I'd just chuck a new engine in and then get a VIC test. Where do you stand with the numbers not matching up? Also how much do they cost?
