Hey guys ive got three problems with my turbo that are all electrical!!

1: My fan wont work, if i put power to it at the plug off the fan it spin, if i unplug the plug off the thermostat housing and put power to that i can put my multimeter at the bottom and register 13volts but when they are plugged together they fan doesnt work. anyone know whats that about?

2: Every time i plug my headlamp relay in that does the dipped beam the headlight goes out on the drivers side when i remove it it all works fine but i obviously can only flash my headlights on passenger side, anyway i can fix it this? i think its shorting/earthing out on the fuse box!
