Just want someone else who has/had a GSXR to check their lights for me please

Top bulb is a h7 (single filament) which is lit all the time (dipped beam)

Bulb below is a H4 so is really dipped/high beam
just wondering why the lower bulb (h4) only lights up when i have main beam on as it seems silly to have a duel filament bulb is only one filament is ever used..
Both bulbs look fine , if both should be lit on dipped then the bulb is obv faulty but atm not got a new one to check it with..
