to be fair,this only really happens on hills,the driver on the inside doesnt want to let off,because its hard to keep a wagon going up the hill fully loaded without having to change down two or three gears,if there on a flat straight most considerate truckers will let off and let the other lad pass a bit quicker,i know its annoying for car drivers,some dont mind and flash us out,some will tear up and stop you moving out,but we have somewhere to get as well
