Stuff like this is what puts peoples backs up, if the guy has pulled over to make or answer a call, in my eyes he is making an effort to obay the law, maybe he is still breaking it, but a decent copper could have politely advised the bloke seeing as he had made an effort to stay legal.

So many pr*cks use phones while on the move, all over the road, no signalling as their hands are busy, driving slow as they are struggling to control the car around town whilst one handed and concentrating on the call.
