don't use the old bolts, they are stretch bolts.
i've had the same problem before. loosen all the bolts of again put a screw driver or something in the gap where the bolt hits, push the bar away from the bolt when you tightening. then is should clear with a gap of 3-4mm.
if you are using a new pump becareful as the corner will be close to.
