There isn't actually such a thing as 'toning up'.
Its a very overly used phrase. Your body can do too things. You can lose fat, and you can build muscle.

I obviously have no idea what you look like/build etc, but I'm guessing like most women, that you want to do a combination of losing fat and building muscle.

Having never been a woman I'm not 100% clued up on what works for them, but I would suggest a medium ish weight and doing 3 sets of 20 reps in each exercise. It'll be trial and error what weight you'll need to use depending on size, build, exercise etc.

Arms - bicep curls, shoulder presses, tricep curls

Inner thigh - difficult to target specifically this area, generally its the last bit that the fat comes off but legs squeezing together (my gym has a machine) is the only one i can think of off the top of my head
