Call the police AND make sure you report it to your Envorinment Health Department AND the RSPCA for neglect.

All in all if you follow every single channel you can, the dog will eventually get some decent care bless it.

Its horrible when another dog goes for your own, especially when unprevoked, hope you your girly and your doggie are all ok.
