There are 3 relays in the fuse box to do with the dip beam. There are 2 small ones in positions F and B, and a larger one in position II.

Is it both drivers side and passenger side that don't work (the lights are earthed differently, so this will probably eliminate relay II as being a problem)?

Are the bulbs OK ?

Have you got 12V at the headlights on the yellow wires ?

If you haven't got 12V, check for 12V at both fuses 3 and 4.
If you haven't got 12V at fuses 3 and 4, remove relay F and check you've got two 12V feeds (at one of the big terminals (30) and one of the small terminals (86)).
