This is not a trick question. This is a real maths problem and don't say that the bus doesn't have legs.
There are 7 girls in a bus. Each girl has 7 backpacks. In each backpack, there are 7 big cats. For every big cat, there are 7 little cats.
The bus driver is not in the bus at this time.

when you work out how many legs each girl has it's simple
2 legs for her
0 legs for her packs
28 legs for each of the big cat's she's carrying in her pack
196 legs to go along with the cat legs
