I'm sorry but I disagree as in one hand your telling him he's overtraining by doing each muscle group once a week then on the other hand you say he should train the smaller muscle groups twice? Doesn't make sense as his routines are certainly not over the top reps/sets wise.
However, saying that, we are all different and respond to different routines etc etc so best to work for whatever is best for your body. We can only give advice and the person can make up their mind from there.

Listen to lots of people and then make your own mind up, thats what I do.
