as has allready been mentioned , the cheapest way to replace or repair a non functional dpc is to inject silicone every 5-9 inches 1 brick course above external ground level .

one thing to remember is a damaged damp course can cause rising damp BUT rising damp will only climb 3ft (1 metre) above floor level .
the usual cause of dampness in a house is water ingress , it can enter under window sills , gutters small cracks and once a flow path has been created , the damage can appear anywhere .
i once spent a day tracing a flow path 170 feet round a house from a broken hopper box in the rear garden down to the front door where the dampness was showing .
