The rule is 'do not enter unless your exit is clear' BUT you ARE allowed to enter the box and wait if you're turning right and oncoming cars (or other cars turning right) are stopping you from doing so.

The authorities ignore the second part of the rule and thousands of people are getting incorrect fines.
