if i had recived a payment through paypal, can i reject it, or refund the person giving me the cash?

reason i ask is because a chap has paid me for something, but i am working in the area he lives tomoz and can deliver it, obv for cash on delivery.

but looking at paypal, i cant seem to work out how to do it, but im sure i have before....

any help please!!
