I found that fuel pump relay was defective hence the 10V on the pump. After putting new relay the voltage on the pump was 12.5V. Finally I purchased 6mm2 wire with heavy duty contact relay(70 A) and 30 amp fuse and after installing the pump has 13,9V on idle! It is sounding a lot louder too but not excesively.
