I thought it was bit more tehnical than that, I understand the actual heaslight unit swivels over in the direction that your turning.....just illuminating the fog on the side you're turning wouldnt be that effective IMO as it essentially shines on the floor not on the horizon.

but it's only on for the duration of the turn, providing you with moer illumination
they get away with it as it's a safety feature
if you had both foglights on from the switch they don't do this
