As said, ring up their HR dept head and ask if this is allowed, maybe the manager is just being a prick and trying to put the frighteners up his staff to get them to sell more.

If the manager is trying to be smart then it's time to get a complaint in (and the other staff too) as in effect thats intimidation/bullying.
