It was an option on the GHIA, most likely it is on your car, but to make sure, see if there is a extra cable coming from the throttle housing going to a electric servo, usually mounted behind one of the headlights.
Afaik, disconnecting the battery will not affect the cruise, but often they are engineered to only work above a certain speed and up to a certain speed.
