Its a Ford thing, everyone seems to love boost spikes, they do make the car feel fast. I mapped this out of mine years ago. Often it is done when you do not have the fuel to support boost at high RPM's, perhaps due to injector sizes etc.

My boost 'curve' is almost totally flat.
