i'm not sure how much faith we should have in a 'technical' article that uses phrases like 'good levels of accuracy' i guess the author does not work for the National Physical Laboratory

that is not reeally answering the question imo. you are saying how accurately the force can be measured, not how accurately either Wheel HorsePower or Flywheel HorsePower can be measured (and of course Flywheel cannot be measured, only estimated) which is another matter entirely when you look at all the errors that can stack up
