No to rain on your parade, but you should get a AI/EPS file, hence that PSDs are rasterized files, which will need vector rendering for sticker plotting etc. - Logos should ALWAYS be made up in vector, then for screen use you could make PSD versions using raster effects and so on.
I would have a go if I wasn't booked as much, but working 60 hours a week, doing graphics doesn't really turn you in to a drawing contest kind of guy, sorry...
I hope that someone will help you, since it looks like a fun little job fixing up a logo for this contest...
