they need to have it or they won't insure it, simple as

might as well get a decent system put in now with the up to date fetures, it'll be better in the long run

but if you can get hold of the old owners and ask them where the certificate is or at least who the car was insured by over the past few years they may be able to transfer the certificate over that way
