Default Valve spring seat pressure turbo application

I would like some information regarding valve spring seat pressure.
I am assembling a 1.9CVH T3 stage 3 Garret turbocharger. The cylinder head has
stainless intake and exhaust valves.

It seems there are several differing opinions regarding valve spring pressures.
The factory Ford spring (on 1.9 in Canada) is rated at 95 lbs at 1.46" installed height.
The Kent cams catalog show the dual spring VS42 as having 70 lbs pressure at 1.46"

I have always thought that a turbocharged engine would require aditional seat pressure
to keep valve control - both opening and closing to reduce valve bounce.

Is the reason some are having low revs a result of too low spring seat pressure?

Opinions very welcome.
