toughen up prisons to be like old style work camps etc and it will give them the shock and discipline they need for the ones who can be "saved".
Sadly its 30 years of degeneration in parenting standards and morals causing it, and its going to take probably that long to sort it but not without drastic changes in policy and law from the government, and quite frankly, the current standard of MP's is such that none of them have the fucking balls to make decisions that are in the long term interests of this country rather than decisions to get them re-elected in 4 years.

then you might possibly eventually catch them and then you can't find their parents so they clog up a police cell
then the parents are retards who only had the kids so they could get a flat/house to live in for free
then the kids go before teh beak
the beak, being a daft old cunt, decides that it's because they are poor they can't get a job, so releases them into their parents care
and it goes on and on and on
then they kill someone
but they can't go to prison as they are too young, so have to stay at a cushy b&b where they get a playstation and open prison enviroment
and learn how to be a proper crook for when they are released
first thigns first, the parents should be responsible for their kids until they are 16, so if you kid does something that is punishable, you do the punishment, so if that means you getting locked up for 5 years, that's your lookout
secondly, time off for good behaviour
wtf? you go to prison because you've been an 'orrible little scrote, so you get banged up for 23 hours a day
if you misbehave, you get longer, if you are good and behave, you get out after your time is up, no on a tag, or after 2 minnutes because you've served so long before the trial date, you should have thought about that before you went and did the stupid thing you did to get banged up in the first place
then you come to reform
you want to learn a new skill? you go out in a chain gang and serve half your sentance doing graft, so that it bring home the meaning that in order to get a erward, you have to impart some sort of effort to gain it
then you can be let out for 1 hour a day to learn what you want to learn in a controled enviroment, as inside the prison walls
there you go, a set of rules and regs for the dojj party when it comes to power
