My license was revoked due to mental health on these grounds:
MORE SEVERE ANXIETY STATES OR DEPRESSIVE ILLNESSES
Driving should cease pending the outcome of medical enquiry. A period of stability depending upon the circumstances will be required before driving can be resumed.
Particularly dangerous are those who may attempt suicide at the wheel.
Your friends doctor needs to be VERY clear wether there was or was NOT a seizure or suspected siezure. seizures are treated differently to loosing conciousness. Loosing conciousness is usually 4 weeks for anything other than a simple faint, unless theres high risks of reoccurance or "seizure markers". Also depends on cause.

Also you DO have right of appeal:
If your driving licence is revoked or refused by the medical adviser at DVLA you will be:
* provided with a medical explanation of why this decision was taken. Wherever possible DVLA will advise you when you can re-apply for your licence
* sent notice that will explain your right of appeal to a Magistrates’ Court if you live in England or Wales, or to a Sheriff Court if you live in Scotland.

Youd have a very good case for appeal if the medical evidence shows an error by DVLA. If the set example in the medical guide shows only 4 weeks and he got a year, DVLA would be required to explain the circumstances and reasons why he needs the year.
DVLA are a bunch of cunts at the best of times so it wouldnt surprise me for them to not look at it properly.
I dont understand how they can refuse to give him his trailer category back. It Mentions NOTHING of removing categories from a car licence for epilepsy or loss of conciousness. id love to know thier precedence for it. If they can remove his trailor rights then surely hes back to 6 points in 2 years???
They cant make this shit up as they go along.
