I personally would HEAT these by welding a bar/nut whatever on, this has the added effect of helping to loosen anyway.
Using no heat means more likelyhood of the bolt snapping, they chassis cut open inside car to fix etc, whereas a bit of heat, even better from a torch will be much much better to start with.
