Didn't think airbags were supposed to activate if the accident is below 15mph?

I know you get burns on your forearms from the bag going off but plastic shards in the face etc sounds a bit iffy.

Could this be another cabbie knows everything situation. I've had some really intresting conversations with cabbies on the way back from the pub and some of them do talk utter shite.
