The rising rate linkage is designed to increase resolution at low throttle plate openings.

In basic terms on an original tb 10mm of pedal travel might have been the equivalent to the first 16th of throttle plate open. With a linear linkage that 16th might become 8th and with the bigger throttle plate that might be the equivalent to a quarter.
