Perhaps they just think you are a nosey bast@rd .I think i have the same problem next door,one thai or something in rented accomadation.I have heard drilling you never see anyone except for a white merc van (twice) reversed right into the yard late at night so nobody could see anything also they have thin sheets at ALL the windows in the house and there is never any snow or frost on his roof and all the lights are always on.The police were outside there the otherday so i think the door will be coming off soon.
