So, what is to happen if you buy something off someone who is requesting the extra 4% to cover paypal charges, and you refuse to pay it, as it is against the rules?

Surely there will be some sort of stalemate until you pay the 4% they are requesting, becuase they wont send the item until they receive the extra 4%, regardless of ebay telling them it's against the rules.

I suppose I want my cake, and I want to be able to eat it, because I dont wanna pay the 4% as a seller, and I dont want to pay the 4% as a buyer!!! lol
