Try checking your co when hot, you can undo the small nut, but must use locking compound when reassembling, you don't this falling into your intake!!
This does move when the ecu tells it to that is how it adjusts the airflow by moving up to let more air through gap or down to lessesn the air.
You can get allen fasteners where the allen key is smaller than the head so sits inside the thread of the fixing just lathe a taper on this, or use longer bolt with hex head that is outside the housing and again lathe a taper on end.
