They are acceptable on some, not these though as you are starting off with a very shallow inset anyway of 13mm.
ET= EINSPRITZ TIEF, literally insertion depth in english.
In an ideal world the centre of the wheel would be somewhere nearer the centre of the bearing, so as not to put axial twist on it.
Some wheels can be redrilled as they have enough meat on them, when wheels are made one of the last machining jobs is the drilling for the studs/bolts so often have more meat there.
